Bloomingdale is one of the earliest villages settled in what is now DuPage County and traces its founding to the year 1833. Today, the Village encompasses approximately seven (7) square miles of land and has an estimated 2018 population of 22,016. With its convenient location, approximately twenty-five (25) miles west of the City of Chicago, Bloomingdale residents enjoy big city benefits in a small town atmosphere. It operates under the statutory Village form of government which includes a President (or Mayor) and six (6) Trustees, and one (1) Village Clerk who collectively form the Village Board of Trustees. The Village Administrator is responsible for overseeing the day-to-day operations of the Village's seven departments of Administration, Finance, Police, Public Works, Building & Zoning, Engineering and Information Systems.

Water Reclamation Operations Coordinator (Open Positions: 1)

Purpose of Position

The purpose of this position is to perform professional, technical and supervisory functions to assist the Water Reclamation Facility (WRF) Supervisor in managing, planning, and coordinating day-to-day WRF activities in order to insure compliance with permit and other requirements.  The work is performed under the direction of the WRF Supervisor.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Conducts facility inspections and monitors operations and maintenance of treatment process, equipment, machinery, electrical systems, process controllers and SCADA systems; assigns, directs and monitors the work of regular and temporary employees and contractors engaged in the operation of the WRF.  

Insures compliance with National Pollutant Discharge Elimination System (NPDES) permit requirements and other applicable regulations, requirements and methods for treating wastewater/water;

Maintains compliance and enforces rules and regulations, such as operating procedures, work and safety rules, and various government regulations (i.e. OSHA / IDOL, IDOT, HAZMAT and IEPA);

Conducts, coordinates and/or monitors “in-house” and “contract” water/wastewater sample collection, analysis, and data reporting.  Operates and maintains laboratory instruments and equipment for conducting sample analysis and recording test results;

Prepares and compiles data necessary for various logs and reports, such as NPDES permit applications and reports, operations and maintenance logs, and work order reports;

Analyzes test results to affect operational/process control adjustments to insure compliance with NPDES permit requirements, applicable laws and regulations;

Identifies and directs adjustments to process control and standard operating procedures necessitated by laboratory analysis, influent conditions, adverse weather conditions or other causes to insure compliance with NPDES permit requirements;

Operates the Supervisory Control and Data Acquisition System (SCADA) and related computer/microcomputer based operations control systems;

Develops and trains employees in operations and maintenance procedures; provides input and documentation for employee performance appraisals, recommends discipline and other personnel actions;

Assists with facility inspections conducted by IEPA, risk management underwriters or other external agencies;

Assists with the planning and preparation of annual division operating and capital budget for recommendation to the Department Director; uses financial, database, spreadsheet and word processing computer software for budget and other purposes;

Prepares purchase approvals along with necessary documentation to procure contracted services, equipment, materials and supplies; administers contract work in coordination with vendors.


Additional Functions

Additional Functions That May Be Required -

May be assigned WRF Supervisor responsibilities in the absence of the WRF Supervisor.

May assist with snow and ice removal.

Conducts or coordinates safety training programs for the WRF staff, and assists staff from other Divisions of Public Works, on various training topics, including but not limited to: OSHA, HAZMAT, IRMA; First Aid/CPR; and coordinates, schedules and tracks a variety of training, tests and safety requirements.

Develops job safety analyses for WRF operation, maintenance and laboratory procedures; HAZMAT requirements/reporting, and OSHA requirements/reporting.

Coordinates Department safety activities with Village Administration.

Provides assistance to other Public Works  Divisions as required and assigned.


Performs other duties as required or assigned.

Minimum Qualifications

Bachelor’s level degree preferred with major in Chemistry, Biology, Environmental Science or a related field with three to six years of progressively responsible wastewater treatment plant operations experience that includes sample collection and testing processes; Associate’s level degree in a related field or any other equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this position will be considered.  Must have working knowledge of principles and practices of wastewater treatment and laboratory operations in compliance with Federal and State rules and regulations.  Requires an Illinois Environmental Protection Agency Class 2 Wastewater Operator Certification and the ability to obtain a Class 1 Certification. Illinois Environmental Protection Agency Class C Water Operator Certification also preferred.  Valid Illinois Driver’s License required.  Ability to obtain a Class B Commercial Driver’s License with tanker certification within 6 months of employment.

Performance Aptitudes

Physical Ability:

Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing, balancing, stooping, kneeling, crouching, crawling; and lifting, carrying, pushing, and pulling moderately heavy objects and materials from twenty to fifty pounds, and occasionally up to 100 pounds.
