Bloomingdale is one of the earliest villages settled in what is now DuPage County and traces its founding to the year 1833. Today, the Village encompasses approximately seven (7) square miles of land and has an estimated 2018 population of 22,016. With its convenient location, approximately twenty-five (25) miles west of the City of Chicago, Bloomingdale residents enjoy big city benefits in a small town atmosphere. Bloomingdale offers first class schools, abundant recreation opportunities, is situated amid plenty of open spaces, while boasting a wide and varied retail and commercial/industrial base.

The Village is a home-rule community that provides a full range of services including police protection, construction and maintenance of streets and infrastructure, building permit and inspection services, recreational and social events, water and sewer services and other general government services. It operates under the statutory Village form of government which includes a President (or Mayor) and six (6) Trustees, and one (1) Village Clerk who collectively form the Village Board of Trustees. The Village Administrator is responsible for overseeing the day-to-day operations of the Village's seven departments of Administration, Finance, Police, Public Works, Building & Zoning, Engineering and Information Systems.

In general, Bloomingdale offers a generous benefit package to regular full time employees. The Village has roughly 150 employees including regular full time, part time and temporary employees. Purpose of Position

The purpose of this position is to provide customer service and direction to all visitors, to answer and address incoming telephone calls, to perform payment receipt functions, to support the Utility Billing and Accounts Payable functions and to provide general office support functions. 

The work is performed under the direction of the Assistant Finance Director.

Essential Duties and Responsibilities

The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Promotes positive public relations.

Answers, responds to, or routes all telephone calls referring inquiries and complaints to appropriate departments/personnel, as necessary.

Greets screens and assists residents, customers and visitors; provides information and assists in resolving matters related to, but not limited to, utility billing, parking violations, tree planting program, police reports, voter registration, yard waste stickers, and bid contracting.

Performs payment receipting activities for multiple payment types (i.e. – cash, check, credit cards) and is responsible for balancing cash drawers each day.

Performs a variety of bookkeeping/clerical functions such as, but not limited to, maintaining records regarding equipment maintenance expense reimbursements, maintaining yard waste activity logs; receiving, recording and maintaining information pertinent to Utility Billing.

Supports the Utility Billing function as the primary contact for customers, researches and resolves questions/inquiries, initiates work orders, initiates action on accounts such as turning on water service or requesting final meter readings, establishes and manages payment plans as appropriate, assists in debt collection through administration of the red tag process and shut-offs, coordinates and communicates with customer service field personnel, adheres to federal and state laws such as “Red Flag” rules and “ID Theft Protection” and complies with internal procedures.

Supports the Accounts Payable function in  any aspect necessary such as, but not limited to, date stamping invoices; verifying invoice accuracy, maintaining invoice payment status files; contacting vendors to resolve discrepancies; copying invoices; reviewing purchase  approval forms for accuracy, performing  data entry and reconciliation, creating the information packet (the Directive) for Village Board review and approval.

Manages all aspects of the "mail room", including but not limited to, preparing materials for outgoing mailing, sorting and distributing incoming mail, preparing certified mailings, managing the postage meter account balances.

Orders office supplies for the Finance and Administration departments.

Ensures that office equipment is maintained and operational.


Minimum Qualifications

High school diploma or equivalent with one to two years of municipal office/customer service experience, or any equivalent combination of education, training and experience which provides the requisite knowledge skills and abilities for this job.

Physical Ability:

Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five to ten pounds.

Sensory Requirements:

Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks.

Environmental Factors:

Ability to work under safe and comfortable conditions where exposure to environmental factors is minimal and poses a very limited risk of injury.
